I have downloaded to my pc…but it mentions that drag and drop to my phone wont work. hMM… how do i add the program to my phone?

I just downloaded the Ultimate Bluetooth Mobile Phone Spy program and i have also installed winrar. Um…question is…can someone advice how to install it on my phone? what are the steps? i.e. do i do anything with winrar to the rar that i downloaded?
